No oral argument shall be heard on a motion to reconsider an order of allowance
or disallowance of a claim unless the Court grants the motion and specifically orders that the matter be reconsidered upon oral argument. If a motion to reconsider is granted, notice and a
hearing shall be afforded to parties in interest before the previous action taken with respect to the
claim may be vacated or modified.
