Gaining Access

To file a document on ECF register for access to the court's Document Filing System (ECF) by completing and submitting the Electronic Filing Registration Form (attorneys only).

Application to obtain a limited-access ECF account for filing proofs of claim

To obtain a training database password, submit the TEST CASES Only Registration Form . Available for non-attorneys.

To view documents and reports on ECF obtain a PACER password, by contacting the Pacer Billing Center at (800)676-6856 or (210) 301-6440 or at the Pacer Web site.

Training and Support

Policies and Procedures

Regular business hours for the court's Electronic Filing System are from 8:30 A.M. to 5:00 P.M., Eastern time. Although the system is available 24/7/365, it may be necessary for the court to interrupt service for maintenance. Please be aware that if you choose to file at hours other than the supported time you may experience an interruption of service.

NOTICE: The Judicial Conference of the United States has mandated that a fee of $.08 per page be imposed commencing January 1, 2005 with a maximum charge per document of 30 pages.

Minimum System Requirements

Netscape Navigator 4.6, 4.7, 7, Internet Explorer 5.5 or higher, and the Adobe Acrobat Reader 4.0 or higher are required. All documents filed on ECF must be in Portable Document Format (PDF). To convert documents to PDF, filers will need Adobe Acrobat PDF Writer software. A scanner may also be needed for imaging documents that do not exist in electronic format. To pay fees online, your browser will require 128-bit encryption. See Credit Card Instructions for more information.

Internet Credit Card Instructions
Please be advised that, as of February 1, 2007, ECF filers using their credit cards to pay filing fees (while on ECF) must complete the security code field to complete the transaction. Filers should place in this new field the three or four digit number that usually appears in fine print on the front or back of their credit cards. For more information, click on the "Help finding your security code" link next to the security code field.
