Gaining Access
To file a document on ECF register for access to the court's Document Filing System (ECF) by completing
and submitting the Electronic Filing Registration Form
(attorneys only).
Application to obtain a limited-access ECF
account for filing proofs of claim
To obtain a training database password, submit the
TEST CASES Only Registration Form . Available for non-attorneys.
To view documents and reports on ECF obtain a PACER password, by contacting the Pacer Billing Center at
(800)676-6856 or (210) 301-6440 or at the Pacer Web site.

Policies and Procedures
Regular business hours for the court's Electronic Filing System
are from 8:30 A.M. to 5:00 P.M., Eastern time. Although the system is available 24/7/365,
it may be necessary for the court to interrupt service for maintenance.
Please be aware that if you choose to file at hours other than the supported time you may
experience an interruption of service.

NOTICE: The Judicial Conference of the United States has mandated that a fee
of $.10 per page be imposed (effective 4/01/2012)
Minimum System Requirements
The browsers supported for the application are Internet Explorer 7 or higher, Mozilla
Firefox 3.5, the Adobe Acrobat Reader 4.0 or higher and Adobe Acrobat PDF Writer
software. All documents filed on ECF must be in Portable Document Format (PDF).
Filers will need Adobe Acrobat PDF Writer software to convert documents to PDF and
for viewing PDF documents only Adobe Acrobat Reader is needed. A scanner may also
be needed for imaging documents that do not exist in electronic format.
